NxCloud is for business users. Do they want to provide their service for free? There should be some licensing for these business users. Maybe you want to provide it for free to your customers or without limit but it's not for the others. You can set Max User for an operator to 100000 if you want to. That will make it almost unlimited. And if you don't want to do it one by one, you can set the default numbers on 'Operator > LIcense Policy;.
Operator is the account for your customer and users are to be created by your operators or the end users in the networks operated by your customers.
