Some troubleshooting steps I've taken
Tried different upstream servers
Tried disabling the filter entirely for the phone IP
Setup an entirely new NxFilter instance on a different machine
Your steps earlier to disable the cache
Things that do work:
Anything that doesn't have DNS set to the NxFilter address such as:
Setting the phone wifi DNS to the router
or an external DNS server
or another internal domain DNS server
or bypassing the network entirely to play on data
The only commonality I've seen so far where it isn't working is when I have DNS pointed to NxFilter. I can do pretty much anything else, no internet connectivity issues showing for browsing web etc. but cannot load MC on the Android devices.
I'm running out of things to try... I think as another data point I'll install an NxFilter instance at my dads house next time I go over there and see if I have the same issue. The kids currently don't have an issue over there, but he's not running NxFilter.

Can't disable IPV6 on wifi in Android to my knowledge. Yes, I disabled IPV6 on my router so my network won't pass any IPV6 traffic. I believe I did this to keep nxfilter from being bypassed in the first place.
I did the same as you and hard set my ip configuration at my dad's house. But even setting the phone to a static IP and hard setting the nxfilter for DNS didn't elicit the appropriate response. In fact I set the default to block all and was still able to access anything and everything which meant the phone was using ipv6 dns to bypass the nxfilter.

I just tested my phone again while I checked 'Block All' on my policy. Everyting's blocked as expected. In my router, there's no option for disabling IPV6 and in my memory I didn't do such thing on my router.
And when I tested Minecraft, I saw a lot of Minecraft related DNS requests going through NxFilter.
I also don't think there's any option for using IPV6 DNS server when you use static IP for Android phones.
