Custom Block Page not working for a user

We just started with NxCloud and are running into an issue with the custom block page. On one operator, it works with no issue. On the second operator, it does not work. The 2nd operator only receives the default block page. I set both up at the same time and don't see any configuration changes related to it. I'm not sure where to start troubleshooting. Any ideas?

Do you see that user blocked on the operator GUI? You can see it on 'Logging > Request' on his GUI.

You can create a user for the operator and then associate it to your own IP and then try to get blocked on your own browser. You did this probably?
