Categories not selected as blocked are being blocked

When i review the sites getting blocked for a particular range of IPs, i notice that its blocking sites that i haven't selected as part of a category.
So for example, 'dns.google' is seen as Proxy/Anonymizer. That is not a category i selected for the user/IP to be blocked yet it is. Why?

If it's blocked by NxFilter, there will be a reason for it on 'Logging > Request'. We block DNS over HTTPS domains at default.
