Count License in nxfilter

I host the nxfilter server in the cloud, so the nxfilter only shows 1 user and 1 client IP. On Jahalist's license, the maximum number of users is 25, but when I use it in the day after about 7 to 8 hours, there is a warning " Too many requests for license". How does Nxfiller count the number of users on the license? By User/IP or by the number of requests per day?
