How to make screen time work?

On new, default installation of NxFilter, I wanted to try blocking by screen time but can't get it working.

In the default policy, if I check "Entertainment" in the "Blocked Categories" tab, it successfully blocks Youtube, IMDB, etc. so I know NxFilter is working correctly.

However, if I check "Entertainment" in the "Screen Time Categories" tab, and set screen time for two minutes, those entertainment sites are NOT blocked, even though it has been much longer than two minutes. DNS request logging shows they are correctly identified as Entertainment. I'm clicking different things on the websites and generating new DNS requests, not just watching a single video, and NxFilter is allowing everything.

I then select all categories in the "Screen Time Categories" tab and even turn on "Screen Time for all" and try out different sites for a long time, and nothing is blocked.

All settings were saved. Service was started and stopped. If I select a category in "blocked categories", then save it, it immediately starts blocking and DNS request logs show it was blocked by category, so everything else is working fine.

Clearly, I think I'm misunderstanding something basic about screen time. Please advise. Thank you!

Did you enable User Authentication on System? Screen Time is user specific not for entire network.

Thank you. Enabling User Authentication worked. I assumed screen time would automatically track using IP address, so I didn't explicitly turn on user authentication and didn't see that in the screen time documentation.

Yeah, I understand. People usually think like that. But we software developers think about other things. What if user IP changed? Then you get the wrong guy. That's why we make it user specific explicitly.

We will add a warning in the document.
